The Dallas Fed conducts a quarterly survey of about 200 oil and gas firms located or headquartered in the Eleventh District—Texas, southern New Mexico and northern Louisiana—which operate regionally, nationally or internationally.
The information collected is a valuable component of economic analysis and serves as input for Federal Open Market Committee monetary policy deliberations. Survey respondents are asked whether various measures of their firms' business activities have increased, decreased or remained unchanged relative to the prior quarter and the year-ago quarter. Responses are aggregated into diffusion indexes; positive values indicate expansion while negative values indicate contraction.
Activity in the oil and gas sector increased slightly in fourth quarter 2024, according to oil and gas executives responding to the Dallas Fed Energy Survey. The business activity index, the survey’s broadest measure of the conditions energy firms face in the Eleventh District, increased from -5.9 in the third quarter to 6.0 in the fourth quarter.
The company outlook index turned positive in the fourth quarter, increasing 19 points from -12.1 to 7.1, suggesting mild optimism among firms. The outlook uncertainty index declined 26 points to 22.4.

Tom Shepstone, Energy Security and Freedom joins for an update on the New York’s attempt to fine oil and gas companies.
Last week, New York enacted a law that requires large energy companies to pay $75 billion into a “Climate Superfund.” Although the statute’s language targets fossil fuel producers and oil refiners, it will remain unclear until regulations are issued as to whether other participants in the energy industry will be covered by the law. New York is the second state to have enacted Climate Superfund legislation, and numerous other states have proposed similar bills.
“This is a political stunt,” Shepstone said. “But I think at the end of the day, the NRDC gang, as I call them, I think put a lot of pressure on her and she (Gov. Kathy Hochul) caved.”
The interview shifted to Artificial Intelligence and Tech Data Centers that are being approved, publicly funded and rushed into operation.

Operating on the principle of WWMD (What Would Monty Do), Tommy will rally Rebecca and Nate to help him paper the deal. Result? M-TEX clears $800 million in six months. Or? Circumstances change, oil drops below $60 a barrel, and they’re all out of work in the same amount of time.

Alma Lynn Cook is an American singer-songwriter and spoken word artist professionally known as Alma Cook. Her debut album Pass It On was released in 2012, and her single “For a Poet” and full-length project Tactics followed in 2014.
Cook grew up in Madison, Wisconsin, and attended Columbia College in Chicago. After college, she began playing at various clubs and festivals across the United States, opening for acts including contemporary gospel musician Jonathan McReynolds and Christian rapper George Moss.
Cook released an EP titled Pass It On in September 2012, followed by the single “For a Poet,” which charted at No. 2 on Rádio Nova Portugal in December 2014. She later released the full-length album Tactics, produced by bassist Chris Thigpen, whose father Cornell Thigpen (Mary J. Blige, Chaka Kahn, Stevie Nicks, and Patti LaBelle) played organ on the song “Hotshot.”
An album review by The Phantom Tollbooth magazine said of Cook’s performance on Tactics, “Alma has the vocal innocence of Amber Rubarth combined with vocal qualities rivaling Denise Donatelli.”
As of 2021, Cook was a podcast host and co-director of cultural engagement for Braver Angels, an American nonprofit focused on political depolarization. She was noted by Forbes as a conservative.
In addition to her work as a musician, Cook owns an oil and gas compliance company, Cook Compliance Solutions, based in Williston, North Dakota with a satellite office in Houston, TX.
The business works with oilfield service providers looking to obtain the right safety certifications, insurance and other measures needed to contract under larger oil companies.
