Against Expectation, Oil Gas Remain Cheap

In the months after Russia’s invasion of Ukraine any hint of bad news sent energy prices into the stratosphere. When a fire forced an American gas plant to close, strikes clogged French oil terminals, Russia demanded Europe pay for fuel in roubles or the weather looked grimmer than usual, markets went wild. Since January, however, things have been different (see chart). Brent crude, the global oil benchmark, has hovered around $75 a barrel, compared with $120 a year ago; in Europe, gas prices, at €35 ($38) per megawatt-hour (mwh), are 88% below their peak in August.

Air District Tightens Rules on VOC Leaks at Valley Oil, Gas Facilities

Regional air quality regulators adopted new rules last week to limit the amount of volatile organic compounds leaking from oil and gas facilities around the San Joaquin Valley.

The changes approved Thursday by the board of the San Joaquin Valley Air Pollution Control District tighten rules regarding acceptable leak thresholds, monitoring and repair timeframes. Criticized by some as too stringent and by others as too lax, they represent the results of a three-year process the board said may yet lead to additional regulatory amendments.

Taken together, the rule changes are expected to cut the amount of volatile organic compounds leaking from petroleum facilities and chemical plants by 23 percent, a reduction of 1.09 tons of emissions per day.

BSEE Announces $3 Million in Funding to Plug Oil and Gas Wells

The Bureau of Safety and Environmental Enforcement (BSEE) announced earlier this month a $3 million investment from the Bipartisan Infrastructure Law to help reduce the risk of pollution from orphaned infrastructure on the federal Outer Continental Shelf.

The funding will specifically support BSEE decommissioning service contracts in the Matagorda Island lease area in the Gulf of Mexico. The funds are part of a $64 million commitment from to address orphaned oil and gas wells on public lands announced by the Department of the Interior earlier this month.

“The funding announced today under the President’s Bipartisan Infrastructure Law is critical for helping BSEE leverage available funds to tackle the backlog of decommissioning orphaned infrastructure offshore in the Gulf of Mexico,” BSEE Director Kevin Sligh said in a statement. “If not properly decommissioned, offshore oil and gas infrastructure can become safety hazards, cause environmental harm, or interfere with navigation, fishing, or other uses of the Outer Continental Shelf.”

The Bipartisan Infrastructure Law is delivering the largest investment in tackling legacy pollution in U.S. history, including through a $4.7 billion investment to plug orphaned oil and gas wells.

Nearly 400 People attend Connecting Communities BBQ in Watford City

The BBQs are provided by WRED to strengthen relationships with the communities in the Williston trade region.

“The BBQs are a way to bring these people from each community together, enjoy some good food and good company, and talk about opportunities to keep growing and evolving as a region and show the strength of northwestern North Dakota,” said Sarah Johnson, president of the WRED Board of Directors.

Johnson estimates nearly 400 people attended the free BBQ at the McKenzie County Heritage Park.

“We had an excellent time kicking off the summer with our first Connecting Communities BBQ in Watford City! Our Outreach Committee and Board members really did a great job serving approximately 375 people,” said Johnson.

The BBQs help connect people from different parts of the region. Businesses and organizations can get involved by setting up a booth. WRED is also seeking new members from throughout the area.

“The WRED board consists of active and engaged members of Divide, McKenzie, Mountrail, and Williams Counties, and we welcome memberships from any business or organization that wants to support economic growth and sustainability in our region. We support a diverse amount of new and existing businesses in industries like oil and gas, agriculture, small business, and more!”
